I'm sure i'm covering already exhaustedly covered issues here but what happend to the Francine sitting on a mountain of cash cover? is there more than one cover for 38 or last minute switch?

Well, the story goes as follows:
Comics books stores(you know, the nice people who sell you SiP) have to place their orders for comics almost 3 months in advance, so the distributor has a chance to place it's order with the publisher, and the publisher has time to print the books and ship them to the distributors. Most comic stores deal with Diamond Distribution, the main comic distributor. Diamond produces a publication called Previews, which is basically a catalog of the items expected to ship 3 months later. Previews contains short synopsis, cover art and/or other advertising material to get the store owners to order their books. Absract Studios is no different. Terry sends a short blurb about the issue being solicited along with the cover art work. However, Diamond needs it's own lead time, so Terry has to send in the info a little more than 4 months early. Sometimes, the story changes direction(like when he used that cover with the unidentified woman painting-he changed his mind and took the story in a direction that didn't include the new character). But, sometimes, Terry wants to keep the events in the issue a secret, so as not to spoil the suprise for his loyal readers. When that's the case, he will solicite a bogus issue, sending in a bogus cover with a blurb that has nothing to do with the issue. He used to use a solicitation about a nude statue of Francine sculpted by her boyfriend in college surfacing, with accompanying artwork as a running gag when he wanted to keep the info secret. Well, the money cover and the 'Uncle Sam takes all of David's money' story he solicited was bogus, to keep us in the dark about the conclusion of the Child Of Rage story arc.
